Indian intelligence and security agencies have successfully disrupted a sophisticated terror module orchestrated by Pakistan's Jaish-e-Mohammed (JeM), involving radicalized Islamic doctors, clerics and supporters. The network aimed to execute high-impact attacks across India using improvised explosive devices (IEDs) and firearms.

In about 20 days, starting Oct 19, 2025 when an alert officer in Nowgam, Srinagar, decided to probe posters of Jaish-e-Mohammad being pasted on public walls, to the busting of the module of radical medics, their arrest and seizing nearly 2,900 kgs ammonium nitrate, chemicals, timers etc, the agencies rapidly thwarted a secret operation being worked on for over two years. [1]

The module was developed under JeM and Ansar Ghazwat-ul-Hind (AGuH) directions. It radicalized educated professionals under JeM and AGuH handlers from Pakistan and Turkey.

Its plan was a simultaneous assault on six major Indian cities, deploying 32 cars in a 26/11 type strike combining vehicle-borne IEDs with rifle fire, on Dec 6. The attacks were slated for to coincide with the Babri Masjid demolition anniversary.

The inter-agency crackdown spanned the Jammu & Kashmir, Haryana, Uttar Pradesh and Delhi Police with NIA oversight.

On Nov 10, at approximately 6:51 PM IST, one of the radical white coats, a Dr Umar Mohammad Nabi, realizing he was cornered drove a white Hyundai i20 car, laden with 50–100 kgs of ammonium nitrate-based explosives which detonated at a traffic light near the Red Fort Metro Station, Gate No. 1. The explosion killed 15 people and gutted several vehicles. Preliminary findings suggest it was a 'premature' detonation likely triggered in panic by Nabi to evade arrest after his associates' capture earlier that day. [1] [24]

Nabi worked the Al-Falah Medical College, Faridabad and hailed from Pulwama, Kashmir. He was the sole occupant of the car and was killed in the explosion. [2]

The National Investigation Agency (NIA) has taken over the investigation of the case which the Union Cabinet declared was a terror attack. FIRs have been registered under the Unlawful Activities (Prevention) Act (UAPA), Explosives Act and BNS. [1]

The attack is particularly alarming as it took place during a tenuous pause in the India-Pakistan conflict following Operation Sindoor from May 6 to 10, 2025. India had destroyed Jem, Laskar-e-Taiba and other terrorist infrastructure and had warned Pakistan that any future terror attack would amount to an act of war. [1] On Nov 11, addressing the nation, while on a visit to Bhutan, PM Modi said, 'The conspirators behind this (terror blast) will not be spared. All those responsible will be brought to justice.'. [27]

The Context

On Nov 7, three days before the deadly explosion near Delhi's Red Fort—Dr. Adeel Ahmad Rather was arrested at his workplace, Famous Medicare Super Specialty Hospital in Saharanpur, Uttar Pradesh, by Uttar Pradesh Police in collaboration with Jammu & Kashmir Police. The detention was prompted by CCTV footage implicating him in affixing Jaish-e-Mohammed (JeM) propaganda posters in Srinagar's Nowgam area on October 19, 2025. A native of Kulgam, Jammu & Kashmir, Rather had been employed at the hospital for approximately six months as an MD in medicine.

On Nov 10, a Hyundai i20 (registration HR 26CE 7674) implicated in the blast was first captured on CCTV outside Asian Hospital in Faridabad at 7:30 am. It proceeded to cross the Badarpur toll plaza at around 8:13 am, entering Delhi and refueling at a petrol pump in the Okhla Industrial Area shortly thereafter. By 3:19 pm, the vehicle arrived at a parking lot adjacent to Sunehri Masjid near the Red Fort complex, where it lingered for nearly three hours before departing at 6:22 pm. The explosion detonated at 6:51 pm IST—mere minutes later—at a traffic signal near Gate No 1 of the Red Fort Metro Station, claiming 13 lives and injuring over 20 while engulfing several nearby vehicles in flames. Additional CCTV analysis traced the i20's path, revealing three occupants as it traversed Daryaganj Market toward the Red Fort vicinity earlier that day. Investigators believe the two companions disembarked prior to the vehicle's entry into the parking lot, leaving Dr. Umar Mohammad Nabi as the sole driver during the fatal sequence. [2]

Forensic evidence indicates the improvised explosive device (IED) comprising 50–100 kg of ammonium nitrate based ANFO (ammonium nitrate fuel oil), a common fertilizer convertible into high-yield explosives, was incompletely assembled and unstable, curtailing its lethality. The absence of a blast crater, shrapnel dispersal, or secondary "double-tap" detonation suggests a hasty configuration, possibly triggered accidentally en route as Nabi sought to evade capture following the Faridabad module's disruption. The i20's slow forward motion at the time of ignition further bolsters this "premature" theory, transforming a planned high-impact strike into a panicked improvisation.

On Nov 18, a pre-recorded video of Nabi surfaced in public in which he frames suicide bombings as legitimate "martyrdom operations" in Islam. He says, ‘One of the very misunderstood concepts is what has been labelled as suicide bombing. It is a martyrdom operation... known in Islam.’

Commenting on the video during an NDTV interview, Lieutenant General (Retd) KJS Dhillon said the video bears the stamp of JeM which is known to have their suicide bombers record such videos before missions, similar to the one released by the Pulwama attacker in 2019. JeM is also known cultivate sleeper cells.

He added that given the cool November weather of Delhi an accidental detonation was unlikely. The blast was probably triggered by an external stimulus, such as an electrical impulse or remote control.

He observes that Nabi is totally drugged in the video citing signs like nose-touching and sniffing, slurred speech, halting delivery, a forced accent and abruptly ending the recording by turning the camera toward a window possibly unhappy with what was said. This also aligns with claims of JeM's practice of drugging bombers after radicalising them religiously, to ensure compliance during missions.

Dhillon also flagged that Nabi’s admission to Al-Falah University will be probed by NIA. There are broader concerns of a racket running in Kashmir where recommendations for medical admissions in India and abroad were made by the Hurriyat. Candidates of radicalized families were selected. They would be sent to colleges and universities which had sleeper cells to engage with them while they trained. In Nabi’s case, Maulvi Irfan was such an influence. [26]

Nabi and Muzamil, had journeyed to Turkey in 2021–2022, ostensibly for a medical conference but allegedly to rendezvous with JeM handlers based there. These overseas contacts maintained encrypted communication with Nabi and other module members, providing tactical guidance for the operation.

The Turkiye liaison amplified a radicalization pathway ignited by two Telegram channels: 'Farzandan-e-Darul Uloom (Deoband)' and 'Umar bin Khattab', the latter administered by a Pakistan-based JeM operative. Nabi and Jammu & Kashmir cleric Imam Irfan Ahmad Wagay—arrested for spearheading the doctors' indoctrination—were active participants, with content including an emulation of the 2008 Mumbai attacks (26/11).

Shaheen was specifically charged with establishing JeM's women's wing in India, dubbed Jamaat-ul-Mominat. Linked to Afirah Bibi, wife of slain JeM commander Umar Farooq and Sadia Azhar, sister of JeM chief Masood Azhar, Shaheen's role encompassed recruitment of educated women for psychological and logistical operations.

Al Falah University

Al-Falah University, a private institution in Faridabad, Haryana, spans over 70 acres in the Dhauj village. It has attracted scrutiny for its faculty demographics and funding amid the Delhi blast investigation. [2]

The university's founder and Chancellor is Jawad Ahmed Siddiqui. In 2000, an FIR at New Delhi's New Friends Colony police station accused him and his brother Saood of fraud, embezzlement, and forgery in a ₹ 7.5 crore investment scheme. The probe led to their imprisonment in Tihar Jail for over three years (2001–2004). A July 2000 report in The Milli Gazette detailed the case, alleging billions in fraudulent collections. [2]

The institution was given a university status under the Congress in April 2014, in the midst of a losing national election. The state elections were held in October the same year which also the Congress had lost. [2]

Anonymous university staff have claimed annual donations from Arab countries, with 'foreign fundraisers from Arab nations' visiting the campus once a year. The university and Al-Falah Charitable Trust deny receiving any foreign funding beyond student fees, asserting full cooperation with probes.

Approximately 40% of Al-Falah's resident doctors hail from Jammu & Kashmir. Among them is Dr. Nisar-ul-Hassan, a 42-year-old from Baramulla, who served as a Senior Resident/Professor in the Department of General Medicine. Previously an Assistant Professor at Srinagar's Shri Maharaja Hari Singh (SMHS) Hospital, he was summarily dismissed on Nov 21, 2023, by Lt. Gov. Manoj Sinha for anti-national activities, including propagation of secessionism and liaison with Pakistani proxies. He is now missing, with a manhunt underway.

In response to the arrests of at least two faculty members Muzammil and Shaheen and the terrorist act carried out by a third, Nabi and the seizure of 2,900 kg of explosives from the Univeristy's vicinity, the institution confirmed that its doctors had been detained by investigating agencies but asserted that it had 'no connection with the said persons apart from them being working in their official capacities.' [2]

Parallel Ricin Poisoning Plot Foiled in Gujarat

Nov 9, Gujarat Anti-Terrorism Squad (ATS) arrested another medical professional, a Dr Ahmed Mohiyuddin Saiyed near Adalaj Toll Plaza in Gandhinagar, Gujarat. He had two accomplices Azad, a 20-year-old tailor from Shamli, Uttar Pradesh, and Mohammad, a 23-year-old student from Lakhimpur Kheri, Uttar Pradesh. Saiyed was carrying three handguns, two Austrian-made Glock pistols and an Italian-made Beretta, as well as ammunition for the guns. Critically, authorities seized approximately 4 liters (or 4 kg) of castor oil and castor-bean mash, the raw precursor for extracting ricin, a Schedule-1 toxin under the Chemical Weapons Convention.

The group aimed to produce and deploy ricin, a highly lethal biological toxin, 6,000 times more toxic than cyanide, with no known antidote, for mass-casualty attacks on crowded public spaces. Ricin can be fatal if ingested, inhaled, or injected—even in tiny doses, as little as 500 micrograms, and was intended for contamination of food supplies, such as temple prasad, market produce, or public distribution systems to maximize civilian casualties.

Saiyed, a Hyderabad native with an MBBS from China was allegedly radicalized and directed by Abu Khadija an ISKP handler in Afghanistan with Pakistani ties.

Fallout

Arrests

Oct 30-Dr Muzamil: Jammu & Kashmir Police, in coordination with Haryana Police, arrested Muzammil, Pulwama native and resident doctor at Al-Falah University, Faridabad. The detention followed leads from prior interrogations and yielded an initial seizure of 358 kg of ammonium nitrate, a Krinkov assault rifle with three magazines, 83 live cartridges, a pistol, timers, detonators, and bomb-making materials packed in 12 suitcases from his rented property in Dhauj village, Faridabad. CCTV footage confirmed Shakeel's multiple reconnaissance visits to the Red Fort area in January 2025.

Nov 6-Dr Rather: Uttar Pradesh Police, with Jammu & Kashmir Police support, arrested Rather in Saharanpur, UP. He hails from Kulgam, Kashmir.

Nov 9-Dr Shaheen: Uttar Pradesh Anti-Terrorism Squad (ATS), and Jammu & Kashmir Police team arrested Shaheen, a Lucknow native and pharmacology professor at Al-Falah University, in Faridabad. An AK-47 rifle and ammunition were recovered from her Swift Dzire car, which was allegedly used by co-accused to transport materials.

Nov 11-Nabi Family: Pulwama Police of Jammu and Kashmir detained Nabi's father, mother and two brothers for interrogation.

Nov 11-Dr Parvez Ansari: Additionally, Lucknow based, Doctor Parvez Ansari, was arrested by a joint team of the Uttar Pradesh Anti-Terrorism Squad (ATS), Jammu & Kashmir Police, and central agencies. He was a senior resident at Integral University. He is Shaheen's younger brother. Agencies recovered encrypted communications with JeM handlers in Pakistan and Turkey, as well as reconnaissance data for the planned December 6 attacks on six Indian cities from his electronic devices.

Nov 11-Dr Sajad Ahmad Malla or Malik: surgeon from Bandzoo, Pulwama Jammu & Kashmir, was arrested by Jammu & Kashmir Police in his home at Bandzoo. A friend and former colleague of Nabi's he is accused of facilitating arms smuggling and recruitment.

On Nov 12-Dr Mohammad Arif: a cardiologist, was detained in Kanpur by the Uttar Pradesh Anti-Terrorism Squad (ATS) in coordination with Delhi Police Special Cell and Jammu & Kashmir Police. Arif hails from Anantnag, Kashmir. Shaheen's seized devices revealed frequent chats, calls, and encrypted messages between her and Arif over the past 2–3 years. These communications allegedly involved recruitment discussions, logistics for explosives procurement.

By Nov 16, Himanta Biswa Samra's Assam BJP Government had arrested 21 people for posting on social media supporting the Delhi terror attack.

NIA arrests Amir Rashid Ali in Delhi. He is a Kashmir resident from Pampore and was the registered owner of the Hyundai i20 used in the blast. He had arranged a safe house for Umar Nabi in Delhi-NCR in the days before the attack and conspired directly with Nabi for the execution. [25]

On Nov 17, NIA arrested Jasir Bilal Wani from Srinagar. He was an active co-conspirator of Nabi's who worked on modifying drones for attacks and assemble rudimentary rockets. [24]

Nov 18, the ED arrested founder of the Al Falah University, Siddiqui, under the Prevention of Money Laundering Act (PMLA), for money laundering, fraudulent claims of NAAC accreditation and misleading representations about UGC recognition to attract students which resulted in over ₹415 crore generated dishonestly, diverting funds of family linked companies, use of shell companies for layering funds and other financial irregularities. ED had conducted raids on 25 premises and seized cash worth around ₹48 lacs, digital devices and documents. [21] [22] [23]

The ED raids claimed nine firms registered at the same address with no physical office activity and no utility consumption. Minimal salary payouts ie insufficient records were kept and HR records were missing. No EPFO or ESIC filings were made. [23]

On Nov 20, NIA also took custody of Mufti Irfan Ahmad Wagay of Shopian who had been arrested earlier on Oct 21 by the J&K Police. Irfan had a key role in the Delhi terror blast and was also conspiring with the doctors' module to carry out strikes in other parts of India. [29] [30]

Additionally Dr Nisar-ul-Hassan and Dr Muzaffar Ahmad Rather, elder brother of Adeel Rather, are wanted by the agencies. Nisar, had served earlier in a government medical facility in Jammu & Kashmir but was terminated for anti-national conduct, including moral and logistical support to separatists and terrorists. He later joined the Al-Falah University as a Senior Resident/Professor. He remains missing till date. Muzaffar, is thought to have fled abroad in August 2025 initially to Dubai, then to Afghanistan.

Recoveries

Nov 9, in a multi-phase joint operation by Jammu & Kashmir Police and Haryana Police—spanning Oct 30 to Nov 10, 2025—authorities seized approximately 2,900 kg of ammonium nitrate-based explosive precursors (ANFO mix), along with triggers, detonators, chemicals, assault rifles, pistols, ammunition, and advanced IED components from two rented properties near Al-Falah University in Faridabad. An initial seizure of 358 kg of ammonium nitrate and weapons was made from the Dhauj area. A subsequent recovery on Nov 9–10 uncovered an additional 2,563 kgs of ammonium nitrate stored in a brick-walled room in nearby Dehar Colony, Fatehpur Taga rented by arrested suspect Muzammil. Muzammil had rented the property about eight months ago from a local imam, identified as Maulana Istaq. Istaq was detained for questioning. [2] [28]



Separately, following Rather's arrest on Nov 6, in Saharanpur, Uttar Pradesh, an AK-56 rifle and ammunition were recovered from his staff locker at Government Medical College, Anantnag—his former workplace in Jammu & Kashmir.

On Nov 12, the National Security Guard (NSG), in coordination with Faridabad Police, impounded a red Ford EcoSport, registration DL 10 CK 0458, owned by Nabi, from a farmhouse in Khadawali village, Faridabad.

Additionally, on Nov 9, 2025, during Shaheen arrest in Faridabad, her Maruti Suzuki Swift Dzire, HR 51 series, was seized, containing an AK-47 rifle, pistol, and ammunition—allegedly used by module members to transport explosives and weapons.

Retribution

Nov 12, the Union Cabinet, chaired by Prime Minister Shri Narendra Modi, declares that, ‘the investigation into the incident be pursued with the utmost urgency and professionalism so that the perpetrators, their collaborators, and their sponsors are identified and brought to justice without delay. The situation continues to be closely monitored at the highest levels of the government.'

A day earlier, Union Home Minister, Amit Shah had announced that he had, 'instructed them (agencies) to hunt down each and every culprit behind this incident. Everyone involved in this act will face the full wrath of our agencies.' he added. Indian Defence Minister Rajnath Singh had also said, 'those responsible for this tragedy will ...not be spared under any circumstances'.

Nov 13, US Secretary of State Marco Rubio says, "It was clearly a terrorist attack, a car loaded with highly explosive materials that detonated and killed many people."

On the same day the Association of Indian Universities (AIU) has suspended Al-Falah University's membership with immediate effect, citing the institution's apparent lack of 'good standing' amid its links to the ongoing Red Fort blast investigation. The suspension acts as a red flag that isolates Al-Falah from the academic ecosystem. It will erode public trust and make it harder to attract students, faculty and partnerships.

The National Assessment and Accreditation Council (NAAC) has also issued a show-cause notice to Al-Falah University in Faridabad for displaying false accreditation on its website. It said the university's website falsely claimed 'Grade A' NAAC accreditation for two of its constituent colleges. The NAAC could ask the University Grants Commission (UGC) to the withdraw the university's recognition under the UGC Act.

The Union Government has ordered a forensic audit of all records of the Al Falah University besides asking the ED and other financial investigative agencies to check the money trail of the Haryana-based institution.

Nov 14, security forces demolished Nabi's Pulwama residence in Koil village, using controlled explosives overnight; no family members were harmed, but the action underscores the anti-terror policy against terror-linked properties.

Capsule

The National Medical Commission (NMC) has cancelled the medical licence of doctors-turned-terrorists involved in the Delhi Red Fort blast. The names of doctors Adeel Ahmed, Muzamil Shakeel, Shaheen Saeed and Muzaffar Ahmad removed from National Medical Register. This bars them from practicing medicine nationwide; all state councils were notified.

Nov 15, Delhi Police's Crime Branch registered two FIRs against Al-Falah University under Bharatiya Nyaya Sanhita (BNS) Sections 318 (cheating) and 336 (forgery), prompted by UGC and NAAC complaints over accreditation irregularities and governance lapses.
